The president and founder of ADA, Ambassador Wendell J. E. K. McIntosh now the CEO of ADA/LAP, Inc. selected to engage into Agricultural Development activities that would enhance the socio-economic, culture, life of the populace, and improve on the availability of locally produced rice on the Liberian market at a reduced cost.
The initial approach was to engage into training of Liberians disadvantaged by the war who were in the diaspora in the Republic of Guinea. Later, the training was extended in Liberia in 2004/2006, targeting ex-combatants and local community farmers into rice production skills.
During the training period, His Excellency Bashir Saleh Bashir made a visit to Liberia in 2006 and paid a courtesy call on Ambassador Wendell J.E. McIntosh, at his Congo town Offices. The resultant effect of the visit was the union of ADA and LAP. This successful union saw the birth of a USD 30 million soft loan to ADA Commercial to produce rice in commercial quantities using the mechanized approach. Immediately after the brokering of this loan facility, ADA Commercial negotiated with the Government of Liberia for concessions rights over available government agricultural land (Foya, Gbeieden, Kpatawe) through the relevant agencies of Government (Agriculture, Justice, National Investments Commission, and Finance) The Concession Agreement between the Government and ADA Commercial was finalized and signed with these agencies in May 2007 and ratified by the National Legislature on June 11, 2008. The said Agreement was signed into law by Her Excellency, the President Ellen Johnson Sirleaf on July 8, 2008. The concession Agreement has a declaration of 20 years to cultivate 15,000 hectares (37,500 acres) of the Government of Liberia allocated land and 3.000 hectares (7,500 acres ) out-grower facilities to be identified in two counties (i.e) Lofa (Agrimenco site, Foya District) and elsewhere. The Concession Agreement may be ratified within 5 years prior to the expiry upon the terms and conditions herein contain.
